what is the different between cache and static object ?

By using cache framework you can easily add logic which could run on when cache is expired, how it is updated, how often, etc..

If you load data in static, it will be there forever and eventually corrupt. At some point you have to update it to reflect the changes in the database. At each database update, you could add SQLCachedependency.

The Application and Cache collections do not serialize the objects you pass into them, they store the actual reference. Retrieving an object from Cache will not be an expensive operation, no matter how large the object is. Always stick with the Cache objects unless you have a very good reason not to, its just good practice.

A cache doesn't have to store data in memory, and there's a world of difference between a data-storage concept (cache) and an implementation of an OOP principle in a specific language and framework (static variable).

I could implement a cache in at least 20-25 different ways, ranging from in-memory, to a flat file or a database, but I can only implement a static variable in one way.

Cache involves serialization (and de-serialization) whereas static are pre-declared by data type they're going to hold (unless they're 'object').Cache offers features like invalidation callbacks, sliding or absolute expiration etc.
