As a manager, how would you get to know the abilities, background & career goals of each person in your department of about 15 emploees ?

I would schedule 20 to 30 minute interview with each of them. Prior to the review, I would review their resume & credtials & become knowledgable abiut the actual work they perform. At the interview I would discuss their career goals.

The above answer is a good one.
The only this i would add is try to get an opinion from someone that had worked with them in the past.
