(There are several and varied. It would depend on the individual.)
Example: I had to sell my boss on a rule change in the softball league while I was a Field Supervisor at the City of Mesa. We had a situation in which two teams were vying for first place and the unthinkable happened, both had the same record, split in head-to-head competition and in head-to-head competition, scored the same number of runs. First place was decided by a coin flip instead of a game. A game needed to be scheduled so that a true league winner can be determined, even if it is a game on a night that neither team normally plays. My supervisor, after careful consideration, agreed. The rule was changed.

Every person is an individual.
You have to really know him / her in order for this to work.
There are two scenarios and you should be prepared for both:

1. The manager likes your idea and you live happily ever after.
2. The manager don't like your idea.

in the second scenario , you should do your homework.
You need to understand your idea and it's details to the max so you would encounter a question that does not have an answer.
In addition, you should learn what drivers your manager and what is important to him and try to use this for your advantage.
