Well, I would first get acquainted by the work culture and play it by the ear during the first week. This would entail interacting with Top Management down to the lowest rung. In short, I would first get a hand-on feel of the organization which would help me pin-point various aspects that I can leverage as also areas requiring improvement.

Identify existing process in place, identify the scope and units in which the manpower is working in. Idnetify areas of concerns- sick days, productions, etc Understand the company and where the company sees itself projected in the futrue.
Design a workforce schedule flow (if one not done previously) and see where each member fits and what they are doing.
Send out a communication to continue to support the 200 manpower team and advise an open door communication on discussions, talks and issues etc. From there you can further identify areas of improvements, where staff's interests are and more
